The invention relates to a dual-purpose shutter used in winter and summer. The device comprises an upper cross beam, the lower end of the upper cross beam is connected with a shutter assembly, the shutter assembly comprises a plurality of rotating blades which are vertically arranged at intervals, the rotating blades are connected through ladder ropes, one side face of each rotating blade is connected with a thermal induction block in an embedded mode, and the other side face of each rotating blade is connected with a cold induction block in an embedded mode. The thermal induction block and the cold induction block are connected through a semiconductor chilling plate located in the rotating blade, a storage battery is arranged in the upper cross beam, the semiconductor chilling plate is provided with a positive electrode connecting wire and a negative electrode connecting wire, the positive electrode connecting wire is connected with the positive electrode of the storage battery, and the negative electrode connecting wire is connected with the negative electrode of the storage battery. According to the device, the two-side turnover characteristic is matched with the principle of the semiconductor chilling plate, the indoor refrigerating and heating effects can be achieved at the same time, meanwhile, the temperature difference power generation of the semiconductor chilling plate is conducted through the indoor and outdoor temperature difference, and the device is suitable for industrial production and has high practicability.
