The invention provides high-strength and high-toughness graphite and a preparation method thereof. The preparation method comprises the following steps: step 1, heating, mixing and kneading coke aggregate, short carbon fibers and a binder to obtain a paste material; 2, cooling the paste material, crushing, and carrying out isostatic compaction to obtain a green body; step 3, carbonizing the green body to obtain a carbonized product; and step 4, carrying out graphitization treatment on the carbonized product to obtain the high-strength and high-toughness graphite. According to the preparation method of the high-strength and high-toughness graphite disclosed by the embodiment of the invention, the short carbon fibers are added into the fine-particle coke aggregate, and the high-strength and high-toughness graphite is obtained after isostatic compaction, carbonization and graphitization treatment.
