The invention provides a steel rail position adjusting device and a rail operation vehicle, the steel rail position adjusting device comprises a driving assembly, a platform, a supporting column assembly, a bracket assembly and a horizontal rail shifting assembly, the platform is supported on the supporting column assembly, the driving assembly is arranged on the platform, and the bracket assembly and the horizontal rail shifting assembly are both connected with the driving assembly; the bracket assembly is located below the platform and comprises a bracket and a lifting unit, the bracket is used for supporting a steel rail, the bracket is connected with the lifting unit and can ascend or descend under driving of the lifting unit so as to change the position of the steel rail in the vertical direction, and the horizontal rail shifting assembly is arranged on the bracket and comprises a rail shifting device. The rail shifting device is used for driving the steel rail to move so as to change the position of the steel rail in the horizontal direction. According to the invention, the operation efficiency is improved, and the safety of operators is ensured.
