The structure comprises a basalt fiber grid installed on the surface of a concrete structure, and special mortar is arranged between the basalt fiber grid and the concrete structure and on the surface of the basalt fiber grid. The method is simple in construction process, and the ends do not need to be additionally treated; the basalt fiber grid has excellent long-term durability, and long-term service of a reinforcing system can be guaranteed; after the method is adopted to reinforce and repair beam, plate and column structures in the hydraulic environment field, rerepair is not needed, and the maintenance cost is saved.
