The invention discloses a coastal concrete reinforcing and monitoring integrated device and method. The coastal concrete reinforcing and monitoring integrated device comprises a reinforcing mechanism, a signal tester, an anchoring mechanism and an external direct-current power source mechanism. The reinforcing mechanism comprises a CFRP grid and a conducting layer, and the conducting layer wraps the CFRP grid; the signal tester is electrically connected with the conductive layer; the anchoring mechanisms are arranged at two ends of the conductive layer; and the external direct-current power supply mechanism is electrically connected with the CFRP grid and the concrete to be reinforced to form a closed electric loop. The method comprises the steps that to-be-reinforced concrete is cleaned; anchoring mechanisms are fixedly mounted at the two ends of the surface of the tension side of the to-be-reinforced concrete, the CFRP grid is tensioned, and a conductive layer is sprayed or cast in situ, so that the reinforcing mechanism is in contact connection with the to-be-reinforced concrete; mounting a signal tester on the conductive layer; and an external direct-current power supply mechanism is mounted, so that the external direct-current power supply mechanism, the reinforcing mechanism and the to-be-reinforced concrete form a closed electric loop By using the method, the problem of erosion and degradation of concrete in coastal areas is practically solved.
