The invention relates to a rut-free asphalt pavement and a construction method, and relates to the technical field of road construction, the rut-free asphalt pavement comprises a stable layer laid on a roadbed and an asphalt concrete layer laid on the stable layer; the thickness ratio of the stable layer to the asphalt concrete layer is (1-2.5): 1; the stable layer is prepared from the following raw materials in parts by weight: 85-100 parts of gravel and 35-50 parts of petroleum asphalt; the asphalt concrete layer is formed by paving asphalt concrete on the stable layer and curing, and the asphalt concrete comprises the following raw materials in parts by weight: 8-15 parts of petroleum asphalt, 65-80 parts of mineral aggregate, 6-12 parts of epoxy resin, 3-10 parts of an asphalt modifier and 0.5-2 parts of a curing agent. The asphalt concrete layer is effectively restrained from shearing, pushing and sliding, so that the pavement is prevented from being deformed, and the rut resistance of the pavement is improved.
