The invention discloses an existing underground space structure toughening device and a construction method, and relates to the technical field of underground space construction. The problem that an existing structure toughening method adopting steel fiber concrete pouring is not suitable for an existing underground space structure is solved. The structure comprises at least one structure reinforcing layer wrapping the outer sides of the cross beams and the stand columns; the reinforcing frames are symmetrically arranged and fixedly connected to the two sides of the crossed portion of the transverse beam and the longitudinal beam and the two sides of the crossed portion of the transverse beam, the longitudinal beam and the stand column respectively. The method comprises the steps that laying construction of first structure reinforcing layers is conducted on the upper surface and the lower surface of the cross beam respectively, annular reinforcing layers spaced by a certain distance are adopted for wrapping to form second structure reinforcing layers, the first structure reinforcing layers are laid on the outer sides of the stand columns, and the annular reinforcing layers are arranged at the positions close to beam-column joints at intervals to form the second structure reinforcing layers; and the cross beam crossing part and the beam column crossing part are supported by a bracket and are locked and fixed through a penetrating bolt.
