The structure comprises a breakwater base layer; a breakwater cushion layer; a breakwater surface protection layer; the navigation lamp foundation comprises a square concrete foundation base and a circular stand column, the square concrete foundation base is embedded in the breakwater base layer, the lower end of the circular stand column is fixedly connected to the square concrete foundation base, and the circular stand column upwards penetrates through the breakwater cushion layer and the breakwater surface protection layer; the upper end of the circular stand column is located above the breakwater surface protection layer and connected to the navigation lamp pile. The maintenance channel comprises a breakwater top road and a stepping structure, the breakwater top road is laid on the breakwater surface protection layer and extends to the navigation lamp pile, the stepping structure is arranged on the side portion of the breakwater cushion layer, and the upper end of the stepping structure extends to the breakwater surface protection layer and is connected with the breakwater top road.
