The invention discloses a safety comprehensive fortification system for a cold source of a nuclear power plant. The safety comprehensive fortification system comprises a first-stage interception unit, a second-stage interception unit, a third-stage interception unit and a fourth-stage interception unit which are sequentially arranged in the direction that water flow enters the nuclear power plant. The primary intercepting unit comprises an entrance intercepting net arranged at a water intake and at least two entrance buoy monitoring units arranged on the outer side of the entrance intercepting net; the second-stage interception unit comprises a second-stage interception net and a first net bag type interception net which are arranged at intervals in the water flow direction, and is used for carrying out full-section interception on seawater passing through the water taking open channel; the third-stage intercepting unit comprises a second net bag type intercepting net; and the fourth-stage interception unit comprises a bottom bag net. According to the cold source safety comprehensive fortification system for the nuclear power plant, through sequential arrangement of the four intercepting units, comprehensive disposal such as monitoring, early warning, intercepting and cleaning are carried out on disaster-causing objects such as marine organisms and floating objects carried in water taking flow, and the disaster-causing objects are prevented from blocking filtering equipment of the nuclear power plant.
