The invention relates to the field of building decoration, and discloses a spraying device and a spraying robot. The spraying device comprises a spraying machine, a spraying head, a first pose adjusting assembly and a conveying pipeline assembly. The first pose adjusting assembly comprises a first base, a pitching assembly and a first rotating assembly. The pitch assembly includes a pitch arm. The first rotating assembly comprises a first rotating frame, the first rotating frame is rotationally connected with the second connecting end of the pitching arm, and the spray head is connected with the first rotating frame. The conveying pipeline assembly comprises a first pipeline, a first rotating connector and a second pipeline. The first rotating connector is arranged at the second connecting end and connected with the second end of the first pipeline. And the third end of the second pipeline is connected with the first rotating joint, so that the third end can rotate along with the rotation of the first rotating frame. According to the spraying device, when the first rotating frame drives the spraying head to rotate, at least part of the pipeline section, adjacent to the third end, in the second pipeline can rotate, and therefore the possibility that the second pipeline is wound is reduced.
