The phosphogypsum stabilizing material provided by the invention comprises a natural aggregate, a phosphogypsum lightweight aggregate and a cementing material, the natural aggregate comprises a natural aggregate with the particle size of 0-4.75 mm and a natural aggregate with the particle size of 4.75-9.5 mm; the ardealite light aggregate comprises an ardealite light aggregate with the particle size of 9.5-19 mm and an ardealite light aggregate with the particle size of 19-31.5 mm; the mass ratio of the natural aggregate to the phosphogypsum lightweight aggregate to the cementing material is (40-50): (50-60): (7-11); the mass percentage content of ardealite in the ardealite lightweight aggregate is 80-90%, the cementing material is oversulfated ardealite slag cement, and the mass percentage content of ardealite in the oversulfated ardealite slag cement is 40-50%. According to the ardealite stabilizing material, large-doping-amount doping of the ardealite lightweight aggregate can be realized.
