The material comprises phosphogypsum, broken stone, slag and a modifier; wherein the modifier consists ofa fiber reinforcing component, a harmful substance passivating component and a mixture fluidity improving component; the fiber reinforcing component is composed of one or more of polypropylene fibers,polyacrylonitrile fibers and polyamide fibers, and the harmful substance passivating component is composed of one or more of carbide slag powder, petroleum coke desulfurized ash and quicklime powder.The mixture fluidity improving component is composed of one or more of talcum powder, casein and sulfonated melamine formaldehyde resin. The high-dosage phosphogypsum stable material of the skeletonsystem has the advantages of being good in performance, wide in application range, convenient to operate and simple in preparation process; raw materials are mainly waste, the cost is low, energy consumption is low, secondary pollution to the environment is avoided, and the comprehensive utilization rate of phosphogypsum is high.
