The invention provides a preparation method of a harmless semi-hydrated phosphogypsum roadbase stabilizing material, which comprises the following steps: by taking semi-hydrated phosphogypsum produced by a semi-hydrated wet-process phosphoric acid process as a raw material, carrying out primary modification on the semi-hydrated phosphogypsum by adopting limestone powder or high-calcium fly ash, carrying out primary aging, and then carrying out secondary modification on the semi-hydrated phosphogypsum by adopting quick lime, thereby obtaining the harmless semi-hydrated phosphogypsum roadbase stabilizing material. The semi-hydrated ardealite subjected to secondary aging can be used as a road base stabilizing material, and the harmless semi-hydrated ardealite road base stabilizing material is formed after forced stirring, compaction and maintenance for the first time. Harmless treatment of the semi-hydrated phosphogypsum is achieved through two times of modification and two times of aging, various properties of the prepared stabilizing material meet the requirements of most roadbase application scenes, and it is guaranteed that harmful ingredients in a leaching solution of the semi-hydrated phosphogypsum stabilizing material under rain wash do not exceed relevant environmental protection standard requirements in the roadbase application process; no pollution is caused to the environment.
