Comprising the steps of construction of a concrete foundation bearing platform, shaping machining and hoisting of the steel pipe stiff column, positioning and installation of the steel pipe stiff column, installation of a steel reinforcement framework on the periphery of the steel pipe stiff column, installation of a square column formwork on the periphery of the steel pipe stiff column, installation of an outer hoop laitance collecting device, internal and external integrated pouring of the high-throwing self-compacting steel pipe stiff concrete column and concrete curing. The device has the beneficial effects that accurate positioning and mounting of the steel pipe stiff column are achieved through the devices such as the annular groove, the steel plate belt positioning ring, the positioning rib plate and the level bubble; a high-throwing self-compacting concrete technology is adopted, and integrated rapid high-quality pouring of concrete inside and outside the steel pipe stiff column is achieved; the steel formwork provided with the brackets and the self-adhesive rubber strips is adopted as a formwork supporting system of concrete outside the pipe, and the stability and the sealing performance of the formwork are improved; and by adopting an outer hoop laitance collection technology, the concrete laitance can be rapidly collected and recycled.
