The invention discloses a positioning mechanism and a positioning method for floor reinforcing steel bars, and the positioning mechanism comprises a fixing assembly which is provided with a fixing table, and a track is arranged on the fixing table; the positioning assembly is provided with a sleeve and a guide piece which is connected with the sleeve and matched with the track; and the guide piece drives the reinforcing steel bars interpolated in the sleeve to be arranged along the track, so that the reinforcing steel bars are distributed along the same arc surface, the reinforcing steel bars are radially distributed along the same arc surface, and extension lines of the reinforcing steel bars intersect at one point. The positioning assemblies can be controlled to be arranged along the set track of the arc-shaped structure so as to adjust the positions of the positioning assemblies used for containing the radial steel bars, all the radial steel bars can be evenly distributed along the same arc surface, extension lines of all the radial steel bars intersect at the same circle center, adjustment and measurement are combined, one-time adjustment forming is achieved, and the production efficiency is improved. The positioning mechanism is accurate in overall positioning and easy to adjust, radial steel bar wiring is safe and stable, wiring efficiency is high, wiring quality is good, and the positioning mechanism can be repeatedly used and is high in usability.
