The invention relates to the technical field of hydraulic engineering, in particular to a rubber dam staged diversion cofferdam construction method which comprises the following steps: (1) preparation work; (2) surveying and setting out; (3) earthwork backfilling and compacting; (4) geomembrane laying; (5) laying bagged soil; (6) removing the cofferdam; by the adoption of the staged diversion cofferdam construction method for the rubber dam, a large amount of construction cost is saved, meanwhile, compared with excavation of diversion ditches, the water cross section is large, safety is higher, and the earthwork excavation and backfilling amount is reduced; and meanwhile, construction is completed before drainage of the upstream of the river channel, reworking is avoided, the cost of cofferdam filling and dismantling, site dewatering, cleaning and the like is saved, the construction period can be effectively shortened in flood control projects with high construction period requirements, and great significance is achieved for the whole project.
