The construction method comprises the following steps that first-stage cofferdams are constructed on the upstream and the downstream of a planned gate site, and accumulated water in the first-stage cofferdams is drained; foundation treatment and foundation pit excavation are carried out in the first-stage cofferdams, and a first-stage lock chamber structure and a first-stage stilling pool structure are constructed; a plurality of positioning pipes are pre-buried in preset positions on a bottom plate of the first-stage stilling pool structure, and the multiple positioning pipes are arranged on the two opposite sides; a second-stage longitudinal cofferdam is constructed; a second-stage transverse cofferdam is constructed, and the transverse cofferdam and the longitudinal cofferdam are connected to form a second-stage cofferdam; the first-stage cofferdams are disassembled, foundation treatment and foundation pit excavation are carried out in the second-stage cofferdam, and a second-stage lock chamber structure and a second-stage stilling pool structure are constructed; and the second-stage cofferdam is disassembled, and a river channel recovers full-section water passing.
