The invention discloses a paving device and method for dry powder ground mortar. The paving device comprises a rectangular cavity. The partition plate is fixedly connected with the inner top wall of the rectangular cavity to divide the rectangular cavity into a left chamber and a right chamber; a horizontal cylinder; the horizontal push plate is fixedly connected with a piston rod of the horizontal air cylinder; the sliding plate is in sliding fit with the side wall of the right cavity and attached to the partition plate to be used for blocking or communicating the channel. A vertical cylinder; the brush plate is fixedly connected with the inner wall of one side, far away from the partition plate, of the right cavity and horizontally extends towards the partition plate; the bottom of the right chamber below the brush plate is opened to form the coating area; and a paint outlet. The device has the beneficial effects that the horizontal push plate moves back and forth to drive dry powder ground mortar to continuously enter a coating area of the left cavity, a thickness-controllable mortar layer is formed on the ground through a coating outlet, the laying efficiency is greatly improved, and the labor intensity is reduced; and the spines can play a role in defoaming.
