The invention discloses an open caisson method and a bottom shaft rotary excavating device.The open caisson method comprises the steps that a rotary blade foot is placed at the lower end of an open caisson body, an impact sleeve in the open caisson body is placed on the lower side of a striking head, a driving assembly is placed on the upper side of a second gear ring, and a first rotary gear and a second rotary gear are meshed with the second gear ring; a rotating shaft gear at the end of a vertical rotating shaft on the lower side of the transverse rod is meshed with an excavating gear on the side edge of the supporting plate, the excavating gear drives a first gear ring to rotate, so that a rotating blade foot rotates, and meanwhile a driving assembly drives a striking head to hammer an impact sleeve to obtain downward shaking force. The device has the beneficial effects that a downward continuous striking force is provided in the rotary excavation process of the open caisson blade foot, and the striking force does circular motion all the time, so that uniform distribution of the force is realized, and the open caisson can settle quickly and is firmer.
