The invention provides a rotating device and a pipe coiling device, the rotating device comprises a central shaft, a rotating shaft, a first rotating shaft, a second rotating shaft and a driving device, the central shaft is provided with a first inner cavity and a feeding port communicating with the first inner cavity, and the feeding port is used for communicating with a feeding source; the rotating cavity is rotationally arranged on the center shaft, the rotating cavity is provided with a second inner cavity and a discharging port communicated with the second inner cavity, the second inner cavity is communicated with the first inner cavity, the discharging port is formed in the peripheral wall of the rotating cavity and used for being communicated with a material conveying hose, and the material conveying hose is configured to be wound on the outer side of the peripheral wall of the rotating cavity; and the driving assembly is used for driving the rotating cavity to rotate relative to the central shaft so as to collect and release the conveying hose. According to the structure of the rotating device, the conveying stability is effectively guaranteed, meanwhile, the conveying hose can be flexibly collected and released by controlling rotation of the rotating cavity, the abnormal risks of folding, winding, interference and the like of the conveying hose are effectively reduced, and the overall structure integration and practicability are high.
