The invention discloses a hydrated calcium silicate-based composite thermal insulation material and a preparation method thereof. The material is obtained by adding a uniform suspension of hydrated calcium silicate into an aqueous solution of an organic cross-linking agent, stirring, releasing ions, cross-linking and freeze-drying, and has lower density and lower heat conductivity coefficient. According to the invention, the calcium ion release ability of the hydrated calcium silicate in an aqueous solution and the ionic crosslinking ability of the organic crosslinking agent are combined to form an organic-inorganic dual network in the solution. According to the heat preservation and insulation material, the hydrated calcium silicate porous material which is not concerned in the field is applied to the field of building energy conservation, the potential of the hydrated calcium silicate porous material serving as the heat preservation and insulation material is fully exerted, and the heat preservation and insulation material is beneficial to reducing building operation energy consumption, reducing carbon emission and reducing the greenhouse effect.
