According to the grouting anchor rod drill bit, a connecting sleeve used for being connected with a drill rod is arranged on the upper surface of a base, and a cutting assembly used for cutting a soil layer or a gravel layer is arranged on the lower surface of the base; the cutting assembly comprises a plurality of cutting protrusions connected with the lower surface of the base, and all the corresponding cutting protrusions are sequentially arranged in the radial direction of the base. A discharging groove is formed in the peripheral wall of the base in the vertical direction in a penetrating mode. A grouting hole is downwards formed in the upper surface, located in the connecting sleeve, of the base, and a grout outlet hole is formed in the inner side wall of the grouting hole in a penetrating mode. In the process that the drill rod and the base are taken out of the anchor rod hole, grouting can be conducted in the anchor rod hole synchronously, so that the time of one-time grouting construction is shortened, and the construction efficiency of anti-floating anchor rod construction can be improved.
