The method comprises the following steps: S1, constructing a solar water resource extraction system; s2, constructing a bioenergy water resource extraction system; and S3, constructing an energy self-sufficient power supply allocation system. According to the invention, a solar water resource extraction system is constructed, and a solar cell is used for supplying power to a compressor and a condenser, so that internal energy self-sufficient treatment is realized; a bioenergy water resource extraction system is constructed, biogas is combusted through a biogas purification device to generate electric energy to supply power to an anaerobic membrane biological reaction tank and a recovery anaerobic membrane reactor, and internal energy self-sufficient treatment is realized; an energy self-sufficiency power supply deployment system is constructed, scheduling of electric energy between the two systems is achieved through a calculation scheduling module, and safe and reliable operation of energy self-sufficiency is guaranteed.
