The method comprises the following steps: crushing and screening undisturbed coal gangue, taking the coal gangue with the particle size of more than 0.15 mm as a coal gangue aggregate, drying to form a coal gangue filling aggregate, carrying out microwave activation, cooling, grinding and other processes on the rest of the coal gangue, adding solid sodium silicate powder as a chemical activation activator during grinding, and mixing and stirring with the dried coal gangue aggregate. And finally, adding mixing water to prepare the composite activated full-coal gangue filling material.
