The invention relates to a geomembrane paving device and a construction method thereof.The geomembrane paving device comprises a tractor, the tractor comprises a cab, the rear portion of the tractor is provided with a structure used for being connected with a geomembrane, and the geomembrane paving device is characterized in that the rear portion of the tractor is provided with a lifting device and a bracket; one side of the lifting device is connected with the tractor, and the other side of the lifting device is connected with the bracket and controlled by traction to move; the outer end of the geomembrane is fixed at one end of a site where the geomembrane is to be laid, the bracket releases the geomembrane by controlling the rotation of the membrane cloth roll, and the construction method comprises the steps that the bracket is controlled to ascend and descend through a tractor, the membrane cloth roll of the geomembrane is placed on the bracket, and the geomembrane is released through the rotation of rollers on the bracket.
