The invention provides a washed-out sand deflocculating agent and concrete adopting the deflocculating agent. The washed sand deflocculating agent comprises the following components in parts by weight: 80-100 parts of inorganic salt, 50-80 parts of an oxidizing agent, 5-20 parts of alkali, 1-8 parts of a retarder and 100-200 parts of water, the retarder is one or more of white sugar, sodium citrate, sodium tartrate and sodium gluconate. The washed sand deflocculating agent is composed of the inorganic salt, the oxidizing agent, the alkali and the retarder, the deflocculating agent achieves the purpose of destroying the flocculation effect of the flocculating agent by collapsing the net structure of the flocculating agent and then enabling polyacrylamide to be hydrolyzed or subjected to chain scission, and after the deflocculating agent is added, the admixture mixing amount of washed sand concrete can be obviously reduced, and the service life of the washed sand concrete is prolonged.
