The invention discloses a modified cyclodextrin deflocculating agent for concrete as well as a preparation method and application thereof, cyclodextrin, a sulfonating agent, a cross-linking agent, a catalyst and water are taken as raw materials, and the deflocculating agent in a structure molecular form in which a plurality of cyclodextrin with anion sulfonic groups are mutually cross-linked is formed through sulfonation and cross-linking composite reaction of the cyclodextrin. The polycarboxylate superplasticizer can be combined with a polycarboxylate superplasticizer for preparing concrete. The deflocculating agent provided by the invention has no special requirements on equipment, the production raw materials are easy to obtain, the process operation is simple and convenient, the deflocculating agent has good matching property with a polycarboxylate superplasticizer, the flocculation effect of a polyacrylamide flocculating agent can be effectively weakened, the mixing amount of concrete admixtures is reduced, and the working performance of concrete containing machine-made sand is improved.
