The invention provides a tower drum and tower drum foundation monitoring system and method, and the system comprises a sensor monitoring module, a collection module and an edge calculation module which are connected in sequence. The sensor monitoring module comprises a load sensor arranged at a concrete tower drum section, a biaxial tilt angle sensor arranged on a tower drum bottom connecting flange or a tower bottom foundation surface, and stay wire sensors arranged at transverse joints and longitudinal joints of the concrete tower drum and pre-embedded at the top in a tower drum foundation; and the edge calculation module is connected with the fan master controller and feeds back a data analysis result to the fan master controller, and the fan master controller performs remote alarm aiming at the danger information. According to the monitoring system, tower drum load, tower bottom settlement, tower drum foundation cracking and transverse and longitudinal joints of the concrete tower drum are monitored, the rechecking relation between monitoring data is established, the accuracy of the monitoring result is high, early warning can be conducted in time, manual intervention can be conducted in advance, and safe operation of a unit is ensured.
