Raw materials comprise 250 to 860 parts of a cement raw material, 380 to 1000 parts of an admixture, 400 to 580 parts of aggregate, 0.5 to 3.0 parts of dispersible latex powder, 10 to 40 parts of an early strength agent, 0.5 to 2 parts of a retarder, 0.2 to 3 parts of an alkali activator, 2 to 9 parts of a water reducing agent, 0.8 to 2.5 parts of a thickening agent, 1.5 to 7 parts of a defoaming agent, 6 to 26 parts of PVA fibers and 280 to 450 parts of water, and the total amount of the cement raw material and the admixture is 1200 to 1300 parts. According to the invention, the mixed slurry is firstly prepared and transported to a required position to prepare the PVA fiber cement-based composite material, initial setting is not generated, hardening within a short time can be realized, and the application requirements of various projects such as in-service foundation repair and reinforcement, municipal engineering, rapid airport repair and the like can be met.
