The energy dissipation and scour prevention device comprises an energy dissipation basin and an energy dissipation ring, and the energy dissipation ring protrudes upwards from the well bottom and surrounds the periphery of the energy dissipation basin. The energy dissipation basin comprises grating strips and at least two energy dissipation discs, the grating strips are arranged between the energy dissipation discs and between the energy dissipation discs and the well bottom, the diameter of the energy dissipation disc on the upper side is larger than that of the energy dissipation disc on the lower side, and each energy dissipation disc is provided with an energy dissipation hole.
