The invention relates to a light sintering-free aggregate using solid waste and a preparation method thereof. The light sintering-free aggregate comprises an outer shell layer, an inner shell layer and a light porous concrete core material which are sequentially arranged from outside to inside; the lightweight porous concrete core material comprises the following raw materials in parts by mass: 5-10 parts of cement, 10-25 parts of an admixture, 55-80 parts of solid waste powder, 1-3 parts of a foaming agent and 0-10 parts of a functional auxiliary material, the inner shell layer is prepared from the following raw materials in parts by mass: 5 to 15 parts of cement, 10 to 25 parts of admixture, 64 to 82 parts of solid waste powder and 2 to 6 parts of tackifier; the shell layer is prepared from the following raw materials in parts by mass: 10 to 20 parts of cement, 20 to 30 parts of admixture and 50 to 70 parts of solid waste powder. The three-layer structure is arranged, solid waste utilization is achieved, and the high-strength unfired lightweight aggregate is obtained.
