The invention discloses a water permeable brick as well as a preparation method and application thereof. The water permeable brick is internally provided with a cavity for accommodating water; the water permeable brick is prepared from the following raw materials in parts by mass: 0.5 to 2 parts of sludge, 0.05 to 1 part of aggregate, 0.05 to 0.8 part of cement, 0.02 to 0.3 part of quick lime, 0.002 to 0.1 part of exciting agent and 0.0001 to 0.005 part of soil stabilizer. The water permeable brick has the functions of water permeation, water storage and water drainage, and the water permeable brick is good in wear resistance and strong in anti-skid function; and after pavement, a base layer and a roadbed can be effectively prevented from being soaked by rainwater, so that the stability of the base layer and the roadbed is improved.
