According to the method, layered filling is carried out by taking centimeter stones as a filling framework structure and self-compacting mortar as gap filling slurry; the performance of the self-compacting mortar is as follows: the slump degree is 240-300mm, the slump expansion degree is 410-485mm, and the passing time of a V-shaped funnel is 7-11 seconds; the centimeter stones are obtained by crushing fresh, complete and hard waste rocks of the waste dump as raw materials, and the maximum particle size of the crushed waste rocks is 30 mm. According to the layered filling process for the near-slope goaf of the metal surface mine, waste rocks generated in the mine production process are fully utilized, and the resource utilization rate is increased.
