The cable rotating saddle comprises a saddle head, an arc-shaped saddle body, an upper bearing plate and a lower bearing seat, the opposite surfaces of the upper bearing plate and the lower bearing seat are arc-shaped surfaces with horizontal axes, and the upper end and the lower end of the arc-shaped surface of the lower bearing seat are perpendicular to each other; the upper bearing plate is movably arranged in the lower bearing seat, and the upper bearing plate can slide in the horizontal direction; by means of the device, it can be guaranteed that the mounting bearing faces of the upper bearing plate in the horizontal direction and the vertical direction are strictly perpendicular, and the construction error during cable rotating saddle mounting is reduced. The invention further provides a construction method of the small and medium span ground anchor type suspension bridge cable rotating saddle device. The construction method comprises the installation method of the cable rotating saddle device.
