The invention provides a reservoir low-disturbance desilting device and method using a flocculating agent. The reservoir low-disturbance desilting device comprises a ship body used for carrying the whole desilting device. A flocculating agent preparation device for preparing a flocculating agent is mounted on the ship body; the flocculating agent preparation device is connected with a flocculating agent solution conveying device for conveying a flocculating agent; the flocculant solution conveying device is connected with a flocculation cutter suction device for performing flocculation and cutter suction on sludge; the flocculation cutter suction device is connected with a sludge suction and transportation device for sucking sludge, and the sludge suction and transportation device is arranged on the ship body; the sludge suction and transportation device is connected with a hoisting mechanism used for driving the sludge suction and transportation device to move underwater, and the hoisting mechanism is arranged on the ship body. On the basis of the principle, when the dredging device is used for reservoir dredging operation, the dredging efficiency can be effectively improved, the dredging cost is reduced, and environmental damage is avoided.
