The invention provides a grinding mechanism of a recycled mixture asphalt stripping device and the asphalt stripping device, and belongs to the field of asphalt stripping, a movable part axially rotates relative to a fixed part in the vertical direction of a horizontal plane, the fixed part and the movable part are arranged at an interval, and a gap is defined between the fixed part and the movable part; the first ribs are arranged on the surface, facing the gap, of the fixing part in a surrounding mode. The second ribs are arranged on the surface, facing the gap, of the movable part in a surrounding mode, the second ribs synchronously move along with the movable part and pass through the same first rib in a reciprocating mode, the extending directions of the two ends of the second ribs and the extending directions of the first ribs are arranged in a crossed mode, and the directions of the two ends of the second ribs are arranged in a crossed mode; when the mixture falls through the gap, the mixture is hindered by one rib to fall and is also hindered by the other rib to scrape the surface to peel off asphalt, so that the mixture is always ground and peeled off in the whole moving process, and the retention time of the mixture in the gap is prolonged through the bent and extended second rib.
