During use, a second motor, a first lead screw, a first gear and a first rack are started to enable a rotating rod to rotate, the rotating rod rotates to enable a movable block to rotate, the movable block rotates to enable a tamping plate to rotate through a telescopic mechanism and a moving block, and then the tamping plate is parallel to the slope of a dam, so that repeated adjustment is not needed; and then through a third motor, a reciprocating lead screw, a threaded block, a sliding block, a through rod, a second gear, a second rack and a spring, a tamping plate can move left and right while moving up and down, then soil piled at the repaired position is violently impacted, and therefore the tamping plate continuously moves up and down to tamp the repaired position, and use is convenient.
