Comprising the following steps: S1, pretreating cement, sand, gravel, a concrete admixture, an anti-freezing agent, a silane modifier, a fiber reinforcing agent, an anti-cracking agent, diatom ooze, diatom acid salt microspheres, a microcapsule phase change material, calcium silicate crystals and graphene oxide. By adding the diatom ooze, the diatom acid salt microspheres, the microcapsule phase change material and other components, the freezing resistance of the concrete is effectively improved, and the damage of the concrete in a freezing and thawing cycle can be reduced, so that the freezing resistance of the concrete is improved.
