The invention relates to a micro-nano composite Portland cement, which is prepared from the following raw materials by weight: 30-45 parts of limestone powder; 18 to 24 parts of slag powder; 10 to 25 parts of fly ash; 2 to 15 parts of magnesium oxide; 0.5 to 5 parts of silica powder; and 15-35 parts of a concrete catalyst. The micro-nano composite Portland cement disclosed by the invention meets the requirement of low-temperature construction, has the advantages of no calcination, environmental protection, low carbon and simple and convenient processing technology, fundamentally avoids the quality problem caused by non-uniform mixing due to addition of an anti-freezing agent, is applied to high-cold and high-altitude areas, and has good cold resistance and cold resistance.
