The preparation method comprises the following steps: premixing a modified steel fiber composition and polypropylene fibers, adding cement, silica fume, mineral powder, fly ash, fine aggregate and coarse aggregate, uniformly dispersing, adding an additive, and continuously uniformly dispersing to obtain the fiber composite marine cement-based material, and the modified steel fiber composition accounts for 1-5% of the total mass of the fiber composite maritime work cement-based material. The maritime work cement-based material prepared in the invention has excellent corrosion resistance in a marine environment.
