The invention discloses a non-calcium oxide method phosphogypsum innocent treatment process which is characterized by comprising the following steps: drying raw materials: putting phosphogypsum to be treated into a drying machine for drying, and drying for 10-30 hours at 80-150 DEG C by adopting the drying machine in the drying process until the water content of the dried material is less than 5%; primary extraction: adding the dried phosphogypsum into an acidic nitrogen-containing extracting solution with the pH value of 1-3, stirring for 30 minutes, filtering, stirring for 30 minutes by adopting the acidic nitrogen-containing extracting solution with the pH value of 1-3 in the extraction process, filtering, taking out a solid, and circulating for 5 times. According to the phosphogypsum harmless treatment process based on the non-calcium oxide method, excessive water-soluble and overflowable phosphorus elements and fluorine elements in phosphogypsum can be effectively removed, the phosphogypsum is fundamentally purified, harmless conversion of the phosphogypsum is achieved, the storage risk of the phosphogypsum can be reduced, and conversion from hazardous waste to common solid waste is achieved.
