The method specifically comprises the following steps: adding a calcium-magnesium immobilization auxiliary agent accounting for 0.5-3% of the mass of the steel slag into the steel slag, mixing, crushing, carrying out ball milling, and levigating to 10-50 meshes; adding the treated steel slag into a hydrothermal reaction kettle, introducing water vapor at 150-200 DEG C for 30-60 minutes, and hydrating the steel slag powder until the water content is 5-20%; and introducing CO2 gas to adjust the pressure in the reaction kettle to 0.2-1.0 MPa, and fully reacting for 30-180 minutes to obtain the steel slag powder with stable performance. According to the method provided by the invention, free calcium oxide and free magnesium oxide in the steel slag powder are further converted into calcium carbonate, magnesium carbonate, calcium silicate, magnesium silicate and other mineral phases under the combined action of CO2 gas and the calcium-magnesium immobilization auxiliary agent, so that the steel slag powder with stable performance is obtained. The whole process is simple and efficient, a large amount of steel slag solid waste can be treated, all performance indexes of the obtained solidified steel slag powder are superior to the quality standard of machine-made sand, and the method has wide application prospects.
