The roadbed filler comprises a filler A and a filler B, wherein the filler A comprises cement, coal-based solid waste, water and a water reducing agent; the filler B is prepared from crushed rubber waste particles, sepiolite, bisphenol A glycidyl ether dimethacrylate and a dispersing agent; the mass content of the filler B is 16.5-23.5% by taking the total mass of the filler A as 100%. The roadbed filler has the advantages of being high in flow state, light in weight, free of rolling and vibrating, high in compressive strength, low in manufacturing cost, wide in material source and the like. In addition, the roadbed filler not only reduces the dead weight of an embankment and the additional stress of a foundation, but also improves the compaction quality of the roadbed filler, and is particularly suitable for engineering construction such as bridge and culvert abutment back backfilling and the like.
