The invention belongs to the technical field of asphalt pavement maintenance, and particularly discloses a regenerant for hot mix plant recycling as well as a preparation method and application of the regenerant. The regenerant comprises base oil, a tackifier, an anti-aging agent and an easy-to-melt thermoplastic elastomer. The preparation method comprises the following steps: mixing 100 parts by mass of base oil and 0-40 parts by mass of an easily-melted thermoplastic elastomer, soaking at a preset temperature, and stirring until the easily-melted thermoplastic elastomer is completely melted in the base oil; 2, heating the mixture prepared in the step 1, introducing nitrogen, adding 10-20 parts of a tackifier, and then heating and stirring until the tackifier is completely molten; and adding 0.5-1.5 parts of an anti-aging agent into the mixture prepared in the step 2, heating to 160-170 DEG C, and stirring until the mixture is completely melted into uniform viscous liquid. The regenerant can be used in asphalt plant mixing hot regeneration. The manufacturing method is simple, the regenerant can be specifically compounded according to the road performance requirements of different road grades and different application layers, and the construction cost is low.
