According to the method, the existing operation line base plate is widened to be matched with the base plate inserted into the turnout, construction of the inserted turnout plate type ballastless track base plate can be completed under the condition that running is not interrupted, the influence on existing line operation is small, the safety risk is controllable, the constructability is high, and the engineering quality is good; existing operation line base plates do not need to be chiseled away in the whole construction process, meanwhile, the newly-inserted turnout track unit is the same as an existing operation line ballastless track unit, the existing line track structure is reserved as much as possible, the turnout inserting and laying construction cost is greatly saved, and the construction period is shortened; the inserted ballastless turnout adopts a factory prefabricated turnout plate, the on-site concrete pouring workload is greatly reduced, the construction time is saved, meanwhile, a self-compacting concrete layer under the plate adopts a quick-hardening early-strength material, and smooth passing of a train during skylight point time construction operation is guaranteed.
