The invention discloses a preparation method of a water-resistant reinforcing agent and a phosphogypsum-based artificial aggregate. The water-resistant reinforcing agent comprises the following components in parts by weight: 60-70 parts of a waterproof agent, 3-5 parts of an early strength agent, 10-20 parts of an active exciting agent, 10-15 parts of a passivating agent, 2-5 parts of a thickening agent and 0.1-20 parts of a water reducing agent, wherein the total weight of the components is 100 parts. The preparation method of the artificial aggregate comprises the following steps: drying and grinding the undisturbed phosphogypsum; drying and grinding the undisturbed slag; calcining the cement kiln ash at high temperature and grinding; the preparation method comprises the following steps: adding ground phosphogypsum into a granulator, rotating, adding a mixture of ground slag powder and ground cement kiln ash and a water-resistant enhancer into the granulator, carrying out artificial granulation, and adding water in the granulation process to obtain the phosphogypsum-based artificial aggregate. After the water-resistant reinforcing agent is added into the phosphogypsum-based artificial aggregate, the early strength of the phosphogypsum-based artificial aggregate is greatly improved, the water resistance is remarkably improved, and the leaching rate of heavy metal ions such as fluorine and phosphorus is greatly reduced.
