The invention discloses a horizontal storage tank earthing backfill and cathode protection construction method, a backfill area of a horizontal storage tank is located in a closed retaining wall, the total backfill height is higher than a natural terrace on the outer side of the retaining wall, and the whole top surface of the backfill area is a concrete top plate; the method comprises the following steps: firstly, constructing a first-layer ramp, backfilling a backfilling area of a storage tank until the backfilling height of the inner side of a retaining wall is 500-1000mm higher than that of the retaining wall, and constructing a second-layer ramp; after backfilling is carried out till the cathode protection construction elevation is reached, cathode protection work is carried out, and backfilling around the tank body is carried out after cathode protection construction is completed; and backfilling is continued until the preset backfilling height is reached. According to the earthing backfilling and cathode protection construction method for the horizontal propane storage tank, construction of large machines is facilitated, the construction efficiency is improved, the construction cost is low, the construction quality is easy to control, and construction is safe and reliable.
