The invention discloses recycled asphalt concrete as well as a preparation method and application thereof. The recycled asphalt concrete is prepared from the following raw materials: SBS modified asphalt, a recycled asphalt mixture, aggregate, modified microporous silicon dioxide, waste mineral oil, guaiacol, dioctyl phthalate, a curing agent and an anti-aging agent. Modified microporous silicon dioxide, waste mineral oil, guaiacol, dioctyl phthalate, a curing agent and an anti-aging agent are used for regenerating aged asphalt in a recycled asphalt mixture, and aggregate and SBS modified asphalt are used as auxiliary materials, so that the recycled asphalt concrete is prepared. The proportion of the recycled asphalt mixture in the recycled asphalt concrete is increased to 50% or above, and the recycled asphalt concrete has good high-temperature rut resistance, low-temperature crack resistance and the like and is high in flexural-tensile breaking strength.
