The invention relates to the technical field of underwater buildings, and discloses a steel pipe pile anti-scour device and an anti-scour method.The steel pipe pile anti-scour device comprises two steel pipe columns and an anti-scour sleeve, gravity generated at the joint of the two steel pipe columns enables the anti-scour sleeve to be bent from the middle end, and the anti-scour sleeve gradually gets close to the steel pipe columns in the bending process, so that the anti-scour sleeve is bent. An anti-scouring sleeve drives a fixing shell to approach to the steel pipe column, the fixing shell drives a rotating rod to move, the rotating rod drives a sliding block to slide along the outer wall of a sliding groove through limiting of the sliding groove in a bent plate, the sliding block drives the fixing rod to move, the fixing rod drives a filter plate to move, and the filter plate drives a protective annular plate to move; the protective ring plate drives the flexible filter screen to move, and the flexible filter screen is in contact with the space between the steel pipe column and the anti-scouring sleeve in the moving process, so that impurities entering the steel pipe column and the anti-scouring sleeve are cleaned, and the anti-scouring effect of the steel pipe column is improved.
