PROBLEM TO BE SOLVED: To provide a damming device for storing seawater in a water intake site even in backwash time of a Tsunami, while being formed as a constitution capable of using the seawater of a deep part of an open sea in normal time.SOLUTION: A damming device comprises: an opening with a specific width installed so that seawater flows between a first water area on the shore side from which seawater for cooling a cooled apparatus is taken in and a second water area on the offshore side adjacent to the first water area; a plurality of frames with a specific height erected from the sea bottom in the width direction of the opening at the position at which the opening is installed; and a rotatable wall which is supported so as to be hung from the plurality of frames and which turns so as to close the opening with supporting positions of the plurality of frames as supporting points when backwash occurs.SELECTED DRAWING: Figure 2
